Brian Dooley, P.E. – Owner / Manager

Summary of Experience
Mr. Dooley is a registered Civil Engineer and is the owner / manager of New England GeoSystems. He has over 15 years experience in engineering, information technology and geographic information systems.  His engineering experience is based in water resources, while his IT experience includes Visual Basic, ESRI’s MapObjects and Avenue language programming, extensive support and troubleshooting of Windows 95-XP workstations and servers and programming and administration of relational database systems focusing  on  Microsoft Access, SQL Server 2000 and MYSQL.

His extensive experience with the development and implementation of GIS solutions for public and private clients has exposed him to a wide variety of real-world GIS applications and  allows him to better serve his clients while saving time and money.  Mr. Dooley has utilized GIS in support of activities as wide ranging as ground and surface hydrologic modeling, water resource allocation, land use analysis, land surveying, real estate planning, political districting, pesticide & weed abatement analysis, power line route planning, property revaluation, golf course design and a wide variety municipal applications.

Mr. Dooley has utilized the entire range of ESRI’s GIS software family including ArcGIS / ArcInfo, ArcView 3.x, ArcIMS, Map Objects,  Arc Objects and various extensions to design, build and support GIS for public and private clients nationwide. Mr. Dooley is also active in designing mobile field applications of GIS including the use of GPS data collection systems on Windows CE and Palm OS handheld devices. He has provided GIS & GPS training to clients throughout the US.

Representative Project Experience

City of West Haven – Asset Inventory & GPS Mapping
Coordinating a city wide field inspection and GPS mapping of all catch basins, manholes, storm water outfalls, street signs, utility poles, street lights and fire hydrants.  Final product will include new 100 scale mapping, PDF production and distribution of data across city network using New England GeoSystems’ custom GIS Viewer application.

Town of Southington Police– 911 Street Database
Creation & AVL Mapping Support
Substantially improved address range and positional quality of town wide street centerline for use in the development of a “GeoFile” for use in 911 dispatch system. Produced AVL compatible base maps and maintenance procedures from town enterprise GIS system. Created custom laminated field books using town’s aerial photos and new street centerline data.

Northeast Utilities - Public Relations Map Kiosk
Assisted in the design and implementation of a public GIS mapping kiosk which assisted the utility company in presenting impacts of a proposed long distance high voltage power line

City of New Haven, CT - Municipal GIS Implementation
Serving as project manager, responsibilities include coordinating annual assessor’s GIS parcel dataset update and automated SQL Server based GIS/CAMA link, establishing a custom geocodable street centerline, developing custom GIS applications, supporting City’s GIS Server & Microsoft SQL Server database and configuring and populating the City’s network GIS data. 

Town of Southington, CT - Municipal GIS Implementation
Coordinated implementation of newly acquired base mapping and aerial photography. Installed town wide GIS viewing software to distribute GIS data linked with up-to-date property info.

Developed a custom VB /SQL Server property card program which delivers property assessment information to the public. Integrated GIS into the Police Department 911 dispatch system. Act as general GIS consultant and provide project specific assistance to the Town Planner, Engineer, Assessor, Registrar of Voters, Town Attorney and Economic Development director.  Completed the conversion of existing GIS data to geodatabase format following an planimetric update using aerial photography and produced PDF property maps for distribution to internal staff  and general public via internal GIS Viewer & internet.

Coordinating the maintenance of  town’s storm & sanitary sewer system GIS data using ArcGIS and town’s water distribution systems using AutoCAD.

Town of Stonington, CT - Municipal GIS Implementation
Developed a SQL Server process to automate the nightly download of Assessor’s VISION CAMA data for next-day use with New England GeoSystems customized GIS Viewer application.  Provides ongoing on-call GIS/IT support for the Town.  Coordinates on-site annual parcel map updates and provides GIS data CD collection available for sale to the public.

Valley Council of Governments, Derby, CT - GIS Parcel Database
Responsible for developing a 4-town regional parcel map, GIS/Assessor database, and installation of the customized GIS Viewer application.  Conducted in-depth needs assessment outlining the steps necessary to continue the implementation of GIS in the region following the completion of the initial base map development.

Primary GIS Consultant for Municipal Clients
Project manager for several municipalities in Connecticut. Services include annual parcel map updates, software design and support, budget preparation, GIS and specific project by project assistance. Connecticut clients include: Branford, Guilford, New Haven, Stonington, Ledyard, West Haven, Hamden, Berlin, New Hartford, East Windsor, Seymour, Shelton and others.

Custom GIS Software Development & Support
Assisted in the initial development and primarily responsible for updating, implementing, and distributing a custom New England GeoSystems GIS viewing and query application. This application is utilized by a majority of New England GeoSystems clients to distribute GIS data and up-to-date property information to a wider audience than is possible using  traditional GIS applications.

Other GIS Project Experience
Development of GIS standards for creation and testing of a GIS mapping module, which is part of a custom application for use by public health agencies across the country.  Project sponsored by the US Centers for Disease Control. 

Developed and programmed a custom Visual Basic/Map Objects database application designed to manage aerial GPS navigation data.  Product targeted at public and private organizations involved with aerial spraying of pesticides.

Developed a prototype system for querying and displaying National Geodetic Society benchmark monumentation database in Colorado and initial development of an internal SQL Server/SDE database for the storage and retrieval of in-house generated GPS survey data.

Coordinated production of an GIS based decision support system used to support a proposed county wide annexation analysis. Project included conversion of entire collection of paper county assessor maps and tax assessors property database into a single database and performed various analysis scenarios to select potential annexation proposals.
